Unions

In addition to the Albanian Trade Union Confederation (KSSh, successor organization to the former Central Council of Albanian Trade Unions), the Independent Albanian Trade Union Confederation (BSPSh) has existed since 1991.

Education

The school system was reformed in 1995. Preschool offers are voluntary. The nine-year compulsory education relates to the four-year primary level and the five-year lower secondary level and leads to the intermediate level of education. The subsequent upper secondary level leads to higher education entrance qualification in four years. There are also secondary vocational schools. These institutions train to become skilled workers (some with university entrance qualification) over a period of three to five years. In addition to public schools, which can be attended free of charge, the number of fee-based private schools has been increasing since 1995. The language of instruction is Albanian. Members of the largest national minorities (Greeks, Macedonians) have the right to freely choose the language and content of instruction (in relation to their history and culture). University admission is determined centrally by means of admission quotas for the courses. There are around 70 state and private higher education institutions, but only a small proportion of them meet international standards. The university ranks among the 15 universities Tirana (founded in 1957) has a central position.

Media

Press: The introduction of the freedom of the press in 1991 led to a content-related and structural change in the press market. Independent daily newspapers were created, which, however, in contrast to radio, have only a very limited reach. The largest circulation include “Panorama” (founded in 2002), “Shqip” (founded in 2006) and “Shekulli” (founded in 1997). In addition, there are mainly sports newspapers (e.g. »Sporti Shqiptar«) and magazines (including »Klan«, »Spekter«).

News agencies: Albanian Telegraphic Agency (ATA, state-owned, founded in 1912), there is also the Albanian Independent News Agency (AINA) TIR-FAX.

Broadcasting: Radio and television are subordinate to an independent broadcasting commission (NCRT) elected by parliament. The state broadcasting corporation “Radiotelevizioni Shqiptar” (RTSh) was converted into a public broadcasting corporation in 1991; it operates two analog and five digital television programs as well as three radio stations (»Radio Tirana«), including a foreign service in eight languages. The larger private television stations include “Albanian Screen”, “Top Channel”, “TV Klan”, “TV Koha” and “Vizion Plus” (joint venture with Funke media group).

Military

The total strength of the professional army (since 2010) is around 14,200, that of the paramilitary border police 500 men. The army has, inter alia. via a “rapid intervention brigade”, several infantry battalions and 1 regiment of special forces. The Air Force includes, inter alia. 1 helicopter regiment, the Navy 2 flotillas.
