Law
The legal basis for the structure of the court is the Law on Judicial Power (1994), which basically provides for a three-stage appeal (first instance, appeal and cassation). Jurisprudence is exercised by the Supreme Court of Cassation, the Supreme Administrative Court, appeals, regional, district and military courts. The judges, public prosecutors and investigators (they conduct the preliminary investigation in criminal cases of particular gravity or with a foreign element) become irremovable after a five-year term of office and certification by the Supreme Judicial Council. In recent years Bulgaria has successfully adopted the EU’s common legal standards into its legal system. Since 1996 there has been a private notary’s office again. The death penalty was abolished in 1998.
Education
There is general compulsory schooling for ages 7 to 16. Attending public educational institutions is free of charge. Basic education is divided into a two-tier system consisting of primary schools (1st-7th grade) and general secondary education with comprehensive and specialized schools (8th-12th / 13th grade) or vocational secondary education (vocational schools or vocational high schools). University education is provided at over 50 government and private universities, colleges and academies, including in Sofia (founded in 1888), Plovdiv (1961) and Veliko Tarnovo (1971). In 1995 a new study system (Bachelor / Master) was introduced.
Media
The media are highly dependent on corporate and political interests. In 2015, »Reporters Without Borders« placed Bulgaria in last place in the EU ranking of press freedom.
Press: The largest daily newspapers are the tabloids »Telegraf« (founded in 2002), »Trud« (founded in 1936) and »24 Tschasa« (founded in 1991). The quality newspapers include »Dnewnik«, »Standart«, »Monitor« and the business paper »Kapital«.
In addition to the official news agency »Balgarska Telegrafna Agenzija« (BTA, founded in 1898), there are private providers, among others. the »Sofia News Agency« (novinite.com, founded 2001).
Broadcasting: Bulgaria has a public radio broadcaster (BNR) which operates two national, eight regional programs (including »Radio Sofia«) and one foreign service in ten languages; the television company BNT broadcasts four programs. There are also a large number of local radio stations, including »Darik Radio«, which has so far been the only one to have received a nationwide license. With »bTV«, the first national private television provider went on air in 2000. In 2003 “Nowa Telewisija” followed, which today belongs to the Swedish Modern Times Group; both are the largest private TV companies in Bulgaria.
Vegetation
The original natural vegetation consisted mainly of deciduous forests (hornbeam, oak, maple, linden) and steppe plants (in the northeast); it has largely disappeared as a result of settlement and agricultural use. In 2013 around 35% of the country was forested, especially in the Balkan and Rhodope Mountains (oak, beech, poplar, robinia, linden; in higher areas silver fir, spruce, pine and larch).
Nature protection: In Bulgaria there are 3 national parks (Central Balkans, Pirin and Rila) with a total area of 193 048 ha and 11 nature parks. In total, 5% of the total area of Bulgaria is designated as protected areas.
